Prof. Dr.Eugene Paue Foster JR is a Professor of Environmental Science and Management, Portland State University, Oregon. Prof. EugeneFoster has been engaged in watershed management, agricultural non-point source pollution control, watershed ecological control, TMDL model and other fields for more than 20 years. He was the first professor responsible for the implementation of the TMDL plan for watershed management in the United States. He has rich theoretical and working experience in watershed ecological governance. He has been to China for many times and has cooperative research projects with his Chinese counterparts in the field of water source management, such as the international cooperation project of "cooperative research on key technologies for Zhaigou water resources and ecological security protection" in 2016; More than 40 high-level academic papers have been published. In 2016,he visitedJiuzhaigou for international cooperation projects. Hecame to Nanyang in September 2017 and June-July 2018 to conduct cooperative research on water safety technology of Water Source Region of Middle Route Project of South-North Water Diversion.
