1、交流背景和意义/ Background and Significance
水是生命之本、文明之源，是支撑可持续发展、维护生态稳定的关键资源。江河湖库作为淡水资源的重要载体, 具有不可替代的生态功能和经济功能。加强江河湖库水源地的保护和管理，对于保障防洪、供水、生态安全，促进经济社会可持续发展具有重要意义。近年来，大坝建设、水资源开发利用、环境污染等对江河湖库的生态造成了负面影响，如何通过有效的生态修复技术推动流域生态保护和治理，成为全球的共同关注和普遍需求。在对流域生态修复实践中，“近自然（near-natural）”的理念方法受到了广泛认可并显现出良好的效果。
为积极践行绿色发展和生态文明理念，增进与其他国家在流域生态保护与修复领域的交流与合作，促进湖库水源保护与流域近自然修复研究成果及知识共享，亚洲河流生态修复网络将于2023年4月24-28日组织“湖库水源保护与流域近自然修复国际论坛”。论坛旨在通过中、日、韩三国介绍各自在近自然河流湖库生态修复方面的实践和案例分享，深入探讨近自然生态修复的思路理念、技术方法、修复措施以及修复效果，为流域生态保护和修复提供可供借鉴和推广的技术方法和实践模式。
论坛期间的主要活动包括： 召开湖库水源保护与流域近自然修复国际论坛、参观郧阳区小流域综合治理工程和丹江口水利枢纽工程、赴湖北省宜昌市参观三峡工程等。
Water is the source of life, the basis of civilization, and a key resource for sustainable development and ecological stability. As important carriers of fresh water resources, rivers, lakes and reservoirs have irreplaceable ecological and economic functions in the process of social development. Strengthening the protection and management of water sources of rivers, lakes and reservoirs is therefore of great significance for ensuring flood control, water supply, ecological security and promoting sustainable economic and social development. In recent years, dam construction, water resources utilization, and environmental pollution have caused negative impacts on the ecology of watersheds. To enhance ecological protection and governance of river basins through effective restoration technology has become the common concern and urgent demand of the world. In the practice of watershed ecological restoration, the concept of “near-nature”, with its effective application results, has been increasingly recognized.
To actively practice the concept of green development and ecological civilization, enhance exchanges and cooperation with other countries in river basin ecological protection and restoration, and promote the sharing of research results and knowledge on lake and reservoir water source conservation and near-natural restoration of watersheds, the ARRN secretariat organizes this “International Symposium on Lake and Reservoir Source Water Conservation and Near-Natural Restoration of Watersheds” from November 24 to 28, 2023. The purpose of the symposium is to share with the participants the near-nature ecological restoration practices and cases in China, Japan and Korea, and to further discuss the concepts, techniques, measures and effects of the method, so as to provide technical guide and practice models for future ecological protection and restoration of river basins.
Main activities of this Symposium include: one seminar and three technical visits, including visit to river basin ecological restoration project in Yunyang, visit to the Danjiangkou Reservoir (water source of the middle route of the South-to-North Water Diversion Project), and visit to the Three Gorges Project in Yichang.
