刘宪亮,教授,博士,华北水利水电大学博士生导师,原南水北调中线干线工程建设管理局副局长,南阳师范学院特聘教授,国务院特殊政府津贴,兼任中国水利教育协会副理事长、全国水利职业技术教育学会常务副理事长、中国高等职业技术教育研究会常务理事、教育部水利水电工程专业教学指导委员会主任委员等职。曾负责教育部《高等学校骨干教师资助计划》项目“水工结构计算机智能自动化设计研究”;多项教学成果,获国家级教学成果二等奖。在水利工程领域的科研成果及学术成就显著,作为负责人主持了国家重大专项科研项目:面向南水北调工程安全的传感器网络技术研发,国家十三五“水专项”项目:南水北调中线输水水质预警与业务化管理平台研究;负责的“南水北调工程中线U形薄壳渡槽结构分析及优化设计”项目系列研究成果通过了水利部鉴定,结构稳定性分析及优化设计填补了国内空白。连续两次获得水利部科技进步二等奖、河南省科技进步二等奖、大禹科学技术奖等奖励。

1979-1983年于华北水利水电学院水利系学习,1983年获工学学士学位;

1989-1992年于大连理工大学水力发电专业学习,1983年获工学硕士学位;

1992-1995年于大连理工大学水力发电专业学习,1995年获工学博士学位。

Xianliang Liu, Professor, Doctor, Doctoral Supervisor at North China University of Water Resources and Electric Power, former Deputy Director of the Middle Route Project Construction Administration of the South-to-North Water Transfer Project, Distinguished Professor at Nanyang Normal University, recipient of the Special Government Allowance from the State Council. He also holds concurrent positions such as Vice Chairman of the China Water Education Association, Executive Deputy Chairman of the China Water Vocational Education Association, Standing Director of the China Higher Vocational Education Research Association, and Chairman of the Teaching Steering Committee for Water Resources and Hydropower Engineering of the Ministry of Education. He was in charge of the Ministry of Education's "Key Teacher Support Program for Higher Education Institutions" project titled "Research on Computer-Aided Intelligent Automated Design of Hydraulic Structures." He has received multiple teaching achievements, including the Second Prize of the National Teaching Achievement Award. His research achievements and academic contributions in the field of water conservancy engineering are significant. As the principal investigator, he led the national major special scientific research project "Sensor Network Technology Research for South-to-North Water Transfer Project Safety" and the "13th Five-Year Plan" national "Water Special Project" titled "Research on Water Quality Early-Warning and Operational Management Platform for the Middle Route of the South-to-North Water Transfer Project." The series of research results from the project "Structural Analysis and Optimal Design of U-Shaped Thin Shell Aqueducts in the Middle Route of the South-to-North Water Transfer Project" passed the appraisal of the Ministry of Water Resources, filling the domestic gap in structural stability analysis and optimal design. He has successively received the Second Prize of the Ministry of Water Resources Science and Technology Progress Award, the Second Prize of Henan Province Science and Technology Progress Award, and the Dayu Science and Technology Award.
